This isn't really a town, but a grand school founded 1500 years ago. This school educates those who have elemental powers. To protect the world and themselves from their powers going out of control. The school knows many halls and also has its own dorm rooms. It can fully function ate on his own and has a greenhouse and a farm on which it grows the food it needs.
The dorms have different areas for Freshmen, Sophomore, Junior and Senior students. Girls and boys are also separated. The students may choose if they want a roommate or not, but the maximum in the rooms are 3 students.
